Applications for the position of Director of the Lithuanian Culture Research Institute

The Ministry of Education and Science invites applications for the position of Director of the Lithuanian Culture Research Institute (hereinafter – Institute).
The Director of the Institute is the sole management body of the state research institute acting on behalf of the Institute and managing it. The Director fulfils the following management functions stipulated in the Statute of the Institute and other legal acts:
1. Ensures that the Institute’s activities are consistent with the law of the Republic of Lithuania, Statute of the Institute, and other legal acts of the Republic of Lithuania and coordinates implementation of decisions passed by the Research Council;
2. Issues orders and represents the Institute in its relations with third parties;
3. Hires and dismisses employees of the Institute, announces certification of employees, invites applications for positions, and appoints people to, and dismisses them from positions;
4. Sets salaries for employees of the Institute according to the procedure prescribed by the law, establishes the incentive scheme, imposes disciplinary penalties, and ensures safe working conditions;
5. Submits proposals to the Research Council concerning the main research activities of the Institute, and amendment of the Statute of the Institute; approves and reviews the Institute’s strategic plan, annual reports on the Institute’s activities, and other documents;
6. Organises self-assessment of the Institute’s activities and, if necessary, initiates expert evaluation of the Institute’s activities;
7. Submits proposals to the Ministry of Education and Science concerning amendment of the Statute of the Institute;
8. Is responsible for the Institute’s financial activities, as well as for the proper management, use and disposal of its assets;
9. Approves the Institute’s income and expenditure estimates and income and expenditure accounting;
10. Performs other functions of the manager of the organisation stipulated in legal acts.

The salary of the Director of the Institute is determined in accordance with the ‘Description of payment terms and conditions for the work of managers, deputy managers, heads of academic divisions, deputy heads, academic secretaries, research fellows, other researchers and lecturers of research and higher education institutions’ approved by Resolution No. 337 of 4 April 2007 of the Government of the Republic of Lithuania (Official Gazette [Valstybės Žinios], 2007, No. 42-1582; No. 93-3733; No. 137-5604; No. 137-5605; 2008, No. 150-6087; 2009, No. 102-4258; No. 157-7084). The coefficient of the official salary is between 26.4 and 43, a bonus up to the amount of the official salary may be paid for efficient performance and a premium for activities exceeding the ordinary workload.
Candidate requirements for the position of Director of the Institute:
1. Impeccable reputation, doctoral degree in the field of humanities or social sciences, at least 5 years managerial experience (head of the division of an institution or manager of an individual institution or manager of an international research project), experience participating in research and development (hereinafter – R&D) projects, and publications in international journals.
The Director must:
1. Have a good knowledge of the Constitution of the Republic of Lithuania, the law of the Republic of Lithuania, decrees of the Government of the Republic of Lithuania, legal acts of the European Union, and other legislation related to the Institute’s activities;
2. Be familiar with the policy and strategy of Lithuanian research and higher education;
3. Have a good understanding of the governance principles of the Institute and application of the management methods in their work;
4. Have a good understanding of the specifics and prospects for realisation of the main research areas of the Institute;
5. Be familiar with the Lithuania’s progress strategy ‘Lithuania in 2030’;
6. Be familiar with the institutional system for administration of the European Union’s Structural Funds in Lithuania;
7. Be familiar with the European Union’s strategic documents related to R&D activities (proposal for the Research and Innovation Programme Horizon 2020);
8. Be proficient in the Lithuanian language and the rules for preparation and handling of documents and accounting;
9. Be proficient in several foreign languages.

Candidates with experience in the research of Lithuanian culture will be given priority.

The candidate must submit:

5. A brief CV stating previous professional experience and scientific activity
6. A list of scientific works;
7. A vision of the Institute and the Institute’s strategic activity plan;
8. A cover letter;
9. Documents certifying proficiency in a foreign language.
The candidates must submit the documents either personally or by registered mail to the address of the Ministry of Education and Science within two months from the date of publication of the invitation in the press (must submit the documents by 15 January 2013) to the Human Resources Division of the Ministry of Education and Science (A.Volano g. 2/7, Room 108.)
